Subject: Request Malaysia to establish The Truth
Commission as Human Rights Mechanism Fact-Finding civilian Extrajudicial
Killing to Civilian during Peace Dialogue Process

THE RECENT “GENERAL CONSENSUS ON PEACE DIALOGUE” IN KUALA LUMPUR SET OUT TO
FACILITATE FORTHCOMING HIGH-LEVEL NEGOTIATION BETWEEN THE THAI STATE AND THE
BARISAN REVOLUSI NASIONAL (BRN) HAS BEEN PERCEIVED AS FAIRLY SUCCESSFUL, THE
IMMEDIATE SECURITY IMPACT ON THE GROUND STILL BEGS THE QUESTION. A NUMBER OF
SOFT TARGETS WHO ARE THE PATANI CIVILIANS IN BRN DEFINATION OR THAI CIVILIANS
IN THAI STATE DEFINATION, BOTH MALAYU AND THAI ARE TARGETS OF ETRAJUICIAL
KILLING
To compare the
statistics of extrajudicial killing to soft-targets as the civilian who have
suffered between previous and after the peace dialogue process, the number of
extrajudicial killing after the dialogue has been significant increased,
especially, the influence people in Patani such as Uztaz, Imam, former
detainees who the court dismissed their cases and the detainees who are on
bail.
The
extrajudicial killing during Peace Dialogue process between Thai state and BRN that facilitate by Malaysia Government, makes wonder to
civilians that Thai state or BRN are part of committing the crime. Those who
were killed are Muslim clerics, preventing Malayu-Patani identity so the
Patani civilians would have an answer in the their mind and the experiences of
massacre in history such as TAKBAI case, brutality resulted in 10 villagers
killed in Mosque of IPAYAE case, a mistaken shooting in Pulo Puyo case and
Muslim Clerics-Uzaz-former detainees
assassination. These are make civilian unsatisfied to the process.
Even that most
of civil society are requesting Thai state to fact find the truth but it
doesn’t have any response for the people who are suffered. This make the
civilians doesn’t have any guarantee for life safety.
We, Justice of
Peace Network, Tadika Teacher Network, Imam Network and Civil Society for Peace
Network, request Malaysia government that the facilitator of peace dialogue
process between Thai state and BRN to establish the Truth Commission as human
rights mechanism to fact-Finding civilian extrajudicial killing during peace dialogue
process.
